SeniorCare Inc. (SCI) is a private, non-profit agency striving to make our communities a place where everyone can make their own choices with assistance from us in making their choice safe and healthy.  We are one of several designated Aging Services Access Points (ASAPs) in the Commonwealth of Massachusetts holding a contract with the Executive Office of Aging & Independence (AGE). SCI provides services and programs to qualifying individuals in our nine cities and towns within the Cape Ann/North Shore area as well as assisting others through a variety of partnerships and programs.

SeniorCare is opening the Request for Proposal (RFP) for FY2026 (10/1/2025 – 9/30/2028). SCI is an AA/EOE organization and encourages those of Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), Service-Disable Veteran Business Enterprises (SDVBEs), Veteran Business Enterprises (VBEs), Lesbian, Gay, Bisexual, and Transgender Business Enterprises (LGBTBEs), and Disability-Owned Business Enterprises (DOBEs) to apply for certification through https://www.mass.gov/supplier-diversity-program-sdp.

Interested providers are invited to submit a Letters of Intent (LOI), which is due at the end on May 22, 2025. The LOI should include services that are being offered along with related Service Specific Form(s) listed below and the Service Area to be covered.

All Interested providers must be registered on the state’s Provider Contract Management System (PCMS) at https://noi.800ageinfo.com/.

Service Specific List

Proposals are due by the end of the day on June 10, 2025 must include the Administrative Overview (AO), all necessary documentation as noted within the PCMS Administrative Overview, as well as review documentation listed below in Step 1 and respond if applicable.

SeniorCare Inc. is not obliged to enter into contract with submissions of LOIs or RFP Proposal Submissions or pay for any costs that may have been sustained during or at the end of this process.  Providers are asked to visit SeniorCare’s website at www.seniorcareinc.org periodically during this process to ensure that all steps are complete and to check for any ASAP updates that may occur during this RFP process.

STEP 1

All providers, current and new, are required to review the following documents prior to proceeding with the next steps of the RFP process. Note: providers must be knowledgeable of and adhere to ASAP requirements and/or regulations as well as the Executive Office of Age & Independence Program Instructions, QA & Oversight Manual and Regulations and Requirements listed links below.

STEP 2

Current Providers

Those providers already contracted with SeniorCare Inc. or another Aging Service Access Point (ASAP) must have registered, completed and submitted the Administrative Overview and verify all information is accurate and required documents uploaded within the Provider Contract Management System (PCMS) at https://noi.800ageinfo.com/.

  • Submit a Letter of Intent due on or before May 22, 2025, Refer to the third paragraph above for LOI specifics.

New Providers

Those providers submitting for the first time to contract with an Aging Services Access Point (ASAP) are required to review the above Program Instructions, Quality Assurance & Oversight Manual and State Regulations and Requirements prior to proceeding.

  • Submit a Letter of Intent due on or before May 22, 2025. Refer to the third paragraph above for LOI specifics.
  • Register at https://noi.800ageinfo.com/ to gain access to PCMS and complete and submit the Administrative Overview (all sections must be completed unless not applicable and all required documentation must be uploaded).

STEP 3

Proposal Submissions

Proposals must be submitted by the end of the day on June 10, 2025, and be complete and clear. Please include with your submission: your Administrative Overview,  Certificate(s) of Insurance, Licensures (if applicable), W9, copy of your diversity certification (if applicable), rate calculation sheets (if applicable), proposed rate(s), as well as all other documentation and uploads within the PCMS Administrative Overview, and a signed submission page.

A signed Proposal Submission must be included. By submitting the Signed Proposal Submission page, your agency is verifying that your completed PCMS profile, proposed service(s) and rate(s), and calculation sheets if applicable, documents/policies, etc. as well as the following are included.

  • Copies of job descriptions for all positions related to the contract
  • Current in-service training calendar and for the previous calendar year
  • Copies of all listed Licenses, Certifications, Accreditations and Permits (Local/State/County/Federal
  • Hiring checklist and the list of topics for orientation
  • Non-Profit or For-Profit Organization Short Form Certificate of Legal Existence
  • Requirements, as well as association accreditations
  • Organizations with more than 50 employees include an organizational chart that includes titles and FTEs

SeniorCare Inc. will review all LOIs and Proposals submitted during this RFP process and will notify providers of decisions on whether contracts will be entered into.  As a reminder, it is at SeniorCare’s discretion whether or not to enter into a contract. All contracts awarded will be subject to sufficient funding.
